A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS WITH AUGERE CONSTRUCTION COMPANY FOR THE CITY ADMINISTRATION AND BUILDING RENOVATIONS PROJECT; AND DECLARING AN EMERGENCY. (as amended 4/2/2019)
Brief Description: This project involves the renovations of the new City Hall Building located at 1140 Terex Road including improvements to the building floorplan with new offices, handicapped accessible restrooms, electrical improvements with new lighting and a generator, plumbing improvements to the restrooms and kitchen, HVAC improvements to the building, and miscellaneous interior renovations and the ADA accessible ramp as described on the plans and specifications for the building.

Purpose & Explanation
The first bids received in January 29, 2019 were rejected, due to the bids being 10% over the original consultants estimate. The City received three (3) bids on the first bid (See attached). After the first bids were rejected, the City staff spoke with the contractors and our consultant regarding the high bid costs and it was sensed the higher costs were due to the reduced number of skilled trades currently available within the area, along with most contractors are busy and prices for work in our area has risen over the past few months, which was most likely the cause the bids higher than anticipated.
The City Hall Renovations and ADA Ramp Installation Project was re-advertised, and public bids were formally opened on February 19, 2019. Five (5) bids were received for the project with the lowest and best bid being $2,467,188 submitted by Augere Construction Co. of Hudson, Ohio.
The revised consultants estimate for the project was $2,480,260.
The results of the base bids were as follows:
1. Augere Construction Co. $2,467,188.00
2. Sona Construction, LLC $2,537,000.00
3. Town Center Construction, LLC $2,563,700.00
4. RFC Contracting, Inc. $2,707,000.00
5. Hummel Construction Co. $2,839,796.00
The City staff recommends to City Council to add the following alternate bid items to the lowest and best bid as shown above for the project including:
Add: Alternate C: Community Ground Floor $65,422.00
Add: Alternate D: Parking Lot and Sidewalk Ramp $160,882.00
Subtotal of Base Bid and Alternates $2,693,492.00
Project Contingency (10%) $269,349.00
Total Construction Cost $2,962,841.00

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Augere Construction Co. for the construction of the City Hall Renovations and ADA Ramp Installation and declaring an emergency.
