A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH CT CONSULTANTS, A VERDANTAS COMPANY, FOR ENGINEERING DESIGN SERVICES FOR THE WATER TREATMENT PLANT FACILITY SOFTENER REHABILITATION PROJECT.

Brief Description:    The City solicited proposals for the rehabilitation of the water treatment plant facility softener tanks to improve inspection and maintenance access and to promote higher flow rates.

Purpose & Explanation

Currently the Water Softener Tanks at the City’s Water Treatment Plant are treating the water at a rate significantly below the design flow. In addition, the tanks have access constraints that limit inspection and maintenance needs. 

The purpose of this design fee is for the development of plans and specifications to upgrade the City’s Water Treatment Plants water softener tanks.  Design includes improvements for better access for future inspection and maintenance and improvements to promote higher flow rates.  City requested and received two (2) quotes from qualified engineering consultants familiar with water softener tank rehabilitation at water treatment plans.   The two consultants fee are listed below. 

CT Consultants                     $34,500.00

Artesian of Pioneer (AOP)  $47,600

Both consultants visited the Water Treatment Plant to ensure they understood the scope of work on the RFP. The Proposals were received and reviewed with the City staff recommending CT Consultants, a Verdantas Company, to perform the Engineering for the Water Treatment Plant Facility Softener Rehabilitation. These consulting services include preparation of Preliminary and Final engineering plans, exhibits, utility and outside agency coordination (including Ohio EPA), project specifications, cost estimates and other miscellaneous services described within this RFP with the intention to bid this project for construction as early as the end of 2024. The consultants will provide a review of the existing tank with inside and outside inspection, provide options to improve the flow capacity and then complete the full design to include construction documents, estimated costs.

As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. The total requested fee, including the 10% contingency = $37,950.00.

For any considerations above this requested amount the City staff would return to the City Council for approval.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a professional services contract with CT Consultants, a Verdantas Company, for the Water Treatment Plant Facility Softener Rehabilitation Project.
