Purpose & Explanation
Bids were received on Tuesday, February 24, 2015 for the 2015 Asphalt Resurfacing and Reconstruction Program.  Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate: $2,969,390.40
Ronyak Paving, Inc.      $2,924,710.83

Barbicas Construction Company, Inc.      $3,178,035.52
The Shelly Company      $3,193,337.40

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Ronyak Paving, Inc. for the 2015 Asphalt Resurfacing and Reconstruction Program.  The Engineering Staff is requesting a contingency in the amount of $166,811.84 (approx. 5.71%) for any unforeseen issues that may arise during construction.  The total combined amount would be $3,091,522.67.
 
Included in the contract bid was resurfacing of 3 roads at St. Mary's-Markille Cemetery in the amount of $22,233.50, which will be paid from the cemeteries fund.
 
The City Administration is also asking for an appropriation in the amount of $238,183.14 from monies remaining on the 2013 and 2014 Reconstruction Program.  This is the remaining amount of the $5 mil bond that was taken out for the complete reconstruction of the roadways.
 
In addition to the above work, the contract will include the resurfacing of 2 gravel parking lots and a connector trail at Barlow Farm Park.  The total cost for these areas totals $268,700.12 ($244,272.84-base + $24,427.28-contingency)
 
Total Contract = $3,360,222.79 ($3,168,983.67-base + $191,239.12-contingency)
 
 
Note:  No alternate streets will be completed as part of this bid.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Ronyak Paving, Inc. for the above amounts.

Suggested Action
Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Ronyak Paving, Inc. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
