Executive Summary: The Public Works Department has ceased using the 95 Owen Brown Street property including the salt dome so that the area may be used as part of the proposed downtown Phase II development. In order to operate a safe and efficient snow and ice program, staff has received State Contract Pricing and requires the purchase and construction of a temporary salt structure.

Purpose & Explanation
The Service Division has removed all salt, pumps and tanks for its salt and ice control program from 95 Owen Brown Street so that property can be used for the proposed redevelopment. While the construction of a new salt storage facility has begun on Hudson Drive, it will not be completed for use in time for the start of this winter season. In order to accommodate the storage of salt for this winter, staff has explored several options. A temporary, movable and reusable structure makes the most sense in this situation. The structure consists of a tensioned fabric roof sitting atop three course of large concrete block. It can be assembled quickly and reused in other locations in the future. In order to store 3,000 tons of salt (about one-third of our annual usage), the structure will measure 70 feet wide by 154 feet deep. To minimize construction costs, a portion of existing asphalt parking area at the former Youth Development Center will be used to site the structure. The pricing for the project is as follows:
1. Accel Buildings Systems, LLC………… $213,502.25 (State Terms bid pricing)
2. Clear Span Fabric Structures……………..$211,910
Asphalt & Site Prep Cost $28,630
Total Clear Span $240,540
The pricing above for Accel Building systems include State Contract Pricing (RS904115), site prep work, and asphalt paving. Clear Span Fabric Structures only sells the structure. Cardinal Asphalt provided supplemental pricing for the site prep work and asphalt paving as listed above. This provides us with a true apples to apples comparison. Staff also recommends the inclusion of a 10% contingency due to the fluctuating prices of steel as well as emergency language to have the structure up and functioning prior to the 2018-19 snow season. Hudson Public Power has agreed to install basic minimal electric to the site for lighting and brine pump operation.
Staff has attached a site plan drawing for the former YDC site, pricing, and a photo of a similar structure for reference.
Timing Considerations
Staff requests emergency legislation to expedite the purchase so that it may be constructed prior to the upcoming snow season.

Staff recommends City Council authorize the City Manager to enter into an agreement with Accel Building Systems, LLC., 696 State Route 39 Perrysville, Ohio 44864 for a total not to exceed price of $234,852.48 for the purchase and construction of a temporary salt structure.
