Brief Description: The City of Hudson is continuing to apply for State and Federal funding for the Nicholson Waterline Transmission Project to improve and reinforce the Hudson Water System within Summit County, Ohio.

Purpose & Explanation
House Bill 33 provided funds for the FY24-25 Water and Wastewater Infrastructure Grant Program to assist Ohio communities with necessary investments in water and wastewater infrastructure projects. The projects that receive funds will have access to clean drinking water and wastewater infrastructure through this grant. The program is administered by the Ohio Department of Development in partnership with the Ohio Environmental Protection Agency (Ohio EPA).
The City staff is seeking additional funding opportunities to help assist with the costs of the Nicholson Waterline Transmission Project, which has received funding from the FY24 OH-13 Community Project Grant in the amount of $959,752.00 in August 2023.
The proposed water transmission line on Nicholson Drive will eventually be constructed between SR 303 and Barlow Road and will connect two major transmission mains within the City’s water system adjacent to our water plant. The proposed connection will maintain water operations throughout the system, improve water quality, and provide increased fire protection. The project will reinforce the City’s water system grid and help to maintain business operations in the area and improve economic development.
The project will include 6,500 lineal feet of 12” diameter Ductile Iron Pipe, water valves, fire hydrants, water service connections, and landscaping/pavement replacement, all within the existing right-of-way of Nicholson Drive.
The benefits of the Nicholson Drive Transmission Waterline Improvement extend beyond the Hudson water system. This project strengthens the current water distribution network, enabling expansion of the water system to areas west of Hudson, including the Village of Boston Heights, Boston Township, and the Village of Peninsula, also known as the “Gateway to the National Park". Currently, the Village of Peninsula relies on a limited-capacity groundwater well system, with many properties dependent on cisterns, due to the limited water they receive from their existing wells. The new water main along Nicholson Drive, along with the potential for future expansion, will significantly improve water services in Hudson and within the City’s water system, which would continue to promote tourism in the region, as well as allow for local retention of existing businesses in Hudson and the surrounding communities that use City water.

Suggested Action
The Administration recommends Council approve the City Manager submission of an application to the Ohio Department of Development Water and Wastewater Infrastructure Grant Program for the Nicholson Drive Water Transmission Project and declaring an emergency for the preservation of the public health.
