Brief Description: The project will include improvements to promote ADA compliance and improve safety for pedestrians/bicyclists at the intersections of Baldwin Street at N. Main Street, College Street at Aurora Street and Hudson Street at Aurora Street. These improvements are being made as part of the Downtown Pedestrian Safety Study that was completed in 2022.

Purpose & Explanation
In 2022, the City finished a study titled the “Downtown Pedestrian Safety Study”. The study included an evaluation of pedestrian and bicycle safety along three major areas (1) Aurora Street from E. Main Street to Hudson Street, (2) Main Street (SR 91) from Stoney Hill Drive to Prospect Street and (3) E. Streetsboro Street (SR 303) from Main Street to Hayden Parkway. The study included recommended improvements to promote ADA compliance, improve safety for pedestrians/bicyclists and help encourage pedestrian and bicycle travel along the study corridors.
Upon completion of the study, staff proceeded with completing some of the smaller improvements within the study area including ADA curb ramp upgrades and sidewalk trip hazard improvements. The remaining projects have been divided into Phase 1 and Phase 2 improvements.
The Phase 1 Improvements will include crosswalk enhancements, ADA ramp installations, striping changes and sign installations at three (3) locations that include 1) Baldwin Street at N. Main Street, 2) College Street at Aurora Street and 3.) Hudson Street at Aurora Street. Some curb ramp work in the study area was already completed under the 2023 Annual Concrete Program. Staff submitted the Phase 2 improvements to ODOT earlier this year, for consideration with safety grant funding. Results of the grant application are anticipated later this summer.
Concept plans and map of the proposed work in Phase 1 areas is attached for further reference. The estimated project cost of construction plus 10% contingency is approximately $160,000. Design of the work will take place in-house. City staff will return to City Council if the bids are in excess of 10% of the Engineer’s estimate. Staff anticipates this project going out to bid and being constructed this summer.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and enter into a contract for the Downtown Pedestrian Safety Improvements Project, Phase 1.
