Brief Description: The City’s initial project cost was $2,600,000, however due to increased construction costs, staff is requesting an additional $450,503.50, for a total cost of $3,050,503.50. The project will involve the replacement of the existing water transmission main and water service connections within the right-of-way along SR 303 from the City of Hudson Water Plant to Boston Mills Road.

Purpose & Explanation
The project will replace the existing, 50 plus-year-old, 16” diameter asbestos cement transmission main on SR 303 with a new 12” and 16” diameter transmission main from the City of Hudson water plant, approximately 6,800 feet east to Boston Mills Road . The project also includes the replacement of water services within the right-of-way between the main line and the right-of-way. These sections of the existing transmission main have had multiple breaks over the last twenty years, have exceeded its useful life for asbestos cement pipe and continues to be a maintenance issue for the City Public Works Department, and was ranked No. 3 for replacement of water mains in the 2015 Water Main Rankings study. Besides reducing maintenance and interruptions to the residents, the new transmission main will improve fire flows in this area, provide more flexibility to isolate the water main during emergencies and introduce water tie-in connections on Nicholson Drive and Independence Drive.
The Engineering Department bid this project out on April 18, 2023. One bid was received in the amount of $3,383,147.00, which was approximately 37% above our Engineer’s Estimate of $2,475,008.00. City staff re-reviewed the project, conducted additional hydraulic modeling of the water system, collected additional pavement/bedrock information and evaluated alternative methods to install the new water main in order to identify potential cost saving alternatives to the project.
The hydraulic study review of the proposed waterline replacement project identified that the new main from the Water Treatment Plant to Nicholson Drive should remain a 16” diameter pipe. From Nicholson Drive to Boston Mills Road, the new water main can be reduced to 12” diameter, resulting in cost savings due to reduced material and excavation costs.
Other cost saving measures include modifying the alignment away from the road edge to allow for easier maintenance of traffic and placing the new water pipe at a shallower depth to avoid bed rock along the easterly end of the project.
If Council approves the revised budget, staff will rebid the project this fall and commence with construction over the winter. Final construction completion would take place in the spring.
Project Costs
The estimated cost of the SR 303 Transmission Line Replacement is $3,050,503.50, which includes a 10% contingency. The SR 303 Transmission Main Line project is to be financed with American Rescue Plan Act (ARPA) funds. Total received is $2,338,649.00.
