Purpose & Explanation

The project will include the installation of approximately 5,500 feet of new 12” water main and associated valves, service connections, fire hydrants, and other incidental work.  See the attached map for reference.

Updated Cost Estimate:

Note that staff has revised the estimated costs of construction of the project which is now $1,738,000.  This is an increase of $284,000 over the original estimate.   An additional 10% contingency is requested in the amount of $173,800 for a total construction cost of $1,912,000.  The project will be funded with 100% City funding.  See below for an explanation of the cost estimate increases.

Explanation of Revised Cost Estimate:

During the final plan development and outside agency approval process, the project’s consultant and staff identified major cost increases due to fluctuating piping material costs and the Ohio Department of Transportation’s (ODOT’s) installation requirements under the S.R. 8 bridge. 

As part of the final plan development, staff discussed the availability of various waterline pipe materials with vendors to ensure that the project will remain on schedule and to determine if the city should purchase and secure the pipe material ahead of bidding the construction of the project in order to minimize delays.   Multiple vendors identified that not only is the piping planned for the project delayed by 4-16 weeks, but that most piping materials have continued to experience monthly cost increases given the current supply chain restrictions due to limited workforce affecting raw material shortages, increasing product demands, transportation constraints and fuel cost increases.  These delays and cost increases developed out of the COVID-19 pandemic and have worsened due to the on-going conflict in Ukraine which has also directly affecting the supply of scrap metal used in the production of metal and steel reinforced pipe.    Overall, piping material costs have increased approximately 200% since last year and as much as 400% since 2020.  

Also affecting the project costs is ODOT’s requirements to steel encase the proposed waterline under the S.R. 8 bridge.  This cost was not accounted for in the original estimate as previous utility installations at this location did not require steel encasement.  Staff is continuing to discuss this issue with ODOT to lessen the requirement, by either reducing the length of the steel encasement or by eliminating the encasement and using a strong pipe under the bridge. 

The project is scheduled to be formally bid in May 2022 and construction would begin in June 2022.  The construction duration will be approximately 4 months depending on material availability.
