Purpose & Explanation

Bids were received on Tuesday, February 16, 2016 for the 2016 Concrete Replacement Program.  Below is the Engineer’s Estimate along with the respective bids.

City Staff would also like to award the below alternate items:

                     Village Greens Sidewalk: $47,445.00
2.)
                     Additional Existing Sidewalk Replacement: $21,442.80

The base bid also included, as part of the connectivity plan, the cost for the installation of a new sidewalk along Stoney Hill Drive from SR 91 to the entrance of Colony Park and on Sunset Drive from Stoney Hill Drive to Clairhaven.  The total amount for this work is $171,804.60, this amount is included in the base bid of $298,476.10.

The Village Greens sidewalk replacement will include the removal of the existing sidewalk areas, as shown on Exhibit 1, and the installation of a new 6 foot wide x 4 inch thick dyed concrete sidewalk to match the historic sandstone. Total cost = $47,445.00

Due to the bids coming in below budget, City staff would like to use the remaining funds to perform more concrete panel replacement to prepare the concrete roadways for asphalt overlay.  This amount would be $66,965.27 which includes a 10% contingency amount.

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with CATTS Construction, Inc. for the 2016 Concrete Replacement Program base bid, alternate for the removal and replacement of the Village Green sidewalk, alternate for the additional sidewalk replacement, and additional funds for additional concrete roadway panel replacement.  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction.  The total amount would be $471,065.56.

Timing Considerations

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with CATTS Construction, Inc. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
