A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICE CONTRACT WITH TMS ENGINEERS INC. FOR THE CENTRAL ADAPTIVE TRAFFIC CONTROL SYSTEM IMPROVEMENT PROJECT.

Brief Description:   The project includes 14 signalized intersections, 1 unsignalized intersection at Owen Brown St and the Norfolk and Southern Railroad underpass, and 3 pedestrian signals at the Western Reserve Campus.  This includes the design of 7 CCTV camera locations and the pre-emption system for the emergency services.

Purpose & Explanation

The purpose of this proposal was to solicit proposals from professional design,  engineering and surveying traffic consultants (Consultant) for the analysis, engineering and design of a fully integrated Central Adaptive Signal Control Technology (ASCT) Traffic Signal Improvement Project, as recommended in the 2019 Adaptive Signal Study, Sec. 7 and compatible with our existing traffic signal systems.  These services include the preparation of engineering plans, specifications, estimates (100% PS&E) and other miscellaneous services described within this proposal with the intention to bid this project for construction in the Fall 2021.  The consultants had to provide the Request for Information (RFI) during the bid process; consulting during the construction, including shop drawing review, system testing & approval of the completed system and construction management during construction. 

In January 2021, the City sent out Request for Proposals (RFP) to six (6) qualified consultants within Ohio that perform similar traffic system designs.  The proposals were due on January 28, 2021.  The City received one (1) formal RFP for the Project as listed below.

Following the staff review of the one proposal and an interview with the consultant as to their ability to do the required work and understanding of the RFP, the City staff is recommending TMS Engineers Inc. of Twinsburg, Ohio to perform the Central Adaptive Traffic Control System Improvement Project.  The cost of the project design is $224,134. If authorized costs of $25,750 include geotechnical and SUE services at the NS RR underpass on Owen Brown signal. The original estimate in the May 2019 Adaptive Signal Project was $200,000 to design 14 signals.  The original 2019 estimate did not include the additional items that have been added since 2019 to the system (see map attached): 

                     The Western Reserve Flashing Crosswalk Signs that was discussed in 2020;

                     the 7 CCTV (360 Degree) cameras at various intersections as identified in the RFP;

                     The design of the Pre-Emption System design for the Emergency Services;

                     The Construction Management during installation and bid assistance;

                     Pedestrian signals at intersections.

The main benefit of this adaptive traffic technology is that it will improve the traffic within our downtown central business area, improve safety, and all at a considerably less cost than adding pavement lanes to SR 91 and SR 303 in our historic downtown.

The other consultants that the City sent the proposal to and from whom we did not receive a proposal include:
                     GPD, (The firm’s traffic division is busy and they could not meet our schedule)
                     CT Consultants, (Did not submit a proposal)
                     AECOM, (Could not develop a fee that would be selected for this pursuit)
                     HNTB, (Prefer to pursue existing clients vs. projects and did not submit a proposal)
                     Prime AE, (Could not get a subcontractor to partner with them on this proposal)
                     Transystems, (Due to project schedule and current workload could not submit a proposal)

As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project, so we do not have to return to Council and delay the project. 

With addition of the Hayden Parkway and SR 303 intersection, as directed by Council at the February 9, 2021, workshop, the total cost including the contingency is $301,273.00.

For any considerations above this requested amount of $301,273.00, the City staff would return to the City Council for approval.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with TMS Engineers, Inc. for the Central Adaptive Traffic Control System Improvement Project.
