Brief Description:  This Resolution will authorize the City Manager to enter into a contract with iVideo for the Tightrope Media Cable Cast VIO4 series automation system and the needed accessories for use in managing programming for the HCTV community access channels.

Purpose & Explanation

Cablecast VIO4 series video server with upgraded storage of 40TB.  This system will manage the playout and recording of the HCTV channels.

The Cablecast VIO 4 scheduling interface is all web based and can be accessed from anywhere in the world via the Internet.  This interface can automatically generate the weekly/monthly program schedule, complete with program descriptions and listings.  The current HCTV system is only accessible via an antiquated program running on a computer that is physically connected to the server.

With the upgraded storage, all HCTV programs can be stored within the Cablecast system.  In addition to the video files, all program metadata can be stored and recalled instantly, including the stats on when the video last aired, where it is from, and anything else we want to include.  Program descriptions and information can also be stored for the program guide.  The Cablecast system can schedule programs to air at any point in the future, even years in advance.  The system also will accept any format, codec, or quality of program that is possible, eliminating the need for countless hours that HCTV staff to spends converting and managing program formats.

This software program will reduce staff time on average 15 hours per week for this programming task and provide the HCTV staff with the ability to program in advance of the schedule.  One (1) Full-time staff member was reduced as part of this program and efficiency change to the department.
