Brief Description: The concept plan will illustrate the community’s interests for the Clinton Crossing property and will be submitted for Concept Plan Review at Planning Commission as a City-led application, followed by future preliminary and final plan reviews that would be completed and submitted by a developer. October 7, 2025: 25-155 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSAL FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR THE DOWNTOWN DEVELOPMENT PRELIMINARY PLAN AND TO AWARD TO THE MOST QUALIFIED CONSULTANT; AND DECLARING AN EMERGENCY.
This proposed Resolution will rescind the above Resolution 25-155.
Purpose & Explanation
Proposals for this project were received from eight (8) planning and design firms as noted below. Staff and the Clinton Crossing City Council Subcommittee members reviewed and scored each proposal based upon factors including previous site design, architectural design experience, understanding of the City’s project, thoroughness of the proposed work plan, cost, and other factors. After reviewing the proposals and conducting interviews with top-rated consultants, and refining the scope of services, the unanimous recommended consultant is RDL Architects at a price of $98,500.00.

As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the study. For this contract, the 10% amount would be $9,850.00 bringing the total contract amount to $108,350.00 ($98,500.00 base fee + $9,850.00 contingency = $108,350.00)
For any considerations in excess of the above amount, we will return to the City Council for any additional funds necessary to correct or adjust the contract, if needed.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with RDL Architects for the Downtown Development Concept Site Plan in the not-to-exceed amount of $108,350.00 which includes 10% contingency.
