AN ORDINANCE ADOPTING REVISIONS TO THE STORM WATER MANAGEMENT PROGRAM AND AUTHORIZING THE FILING THEREOF WITH THE OHIO ENVIRONMENTAL PROTECTION AGENCY.
Executive Summary: In 2003, the City of Hudson approved its first Storm Water Management Plan (SWMP) in accordance with the Environmental Protection Agencies (EPA) National Pollutant Discharge Elimination System (NPDES) Program. The goals of the plan include reducing the discharge of pollutants to waters of the State and protecting water quality. The EPA is requiring an update to the City’s SWMP plan in 2016. The City’s updated plan includes revisions necessary to meet the EPA’s standards.

The original plan was reviewed by City Council in 2003 (Ordinance No. 03-28, adopted March 5, 2003). The first review was completed and reviewed by City Council in 2008.
Purpose & Explanation
As an owner of a storm water system, the Federal Water Pollution and Control Act (Clean Water Act) and the Ohio EPA dictates that the City of Hudson must have a Storm Water Management Plan. The plan focuses on the goal of reducing the discharge of pollutants, protecting water quality, and must satisfy the Ohio EPA’s NPDES Phase II program. The SWMP states six (6) minimum control measures as required by state regulations that will be used to achieve the goals. These minimum control measures include:
• Public Education and Outreach
• Public Participation and Involvement
• Illicit Discharge Detection and Elimination
• Construction Site Runoff Control
• Post-Construction Runoff Control
• Pollution Prevention/Good Housekeeping
The document also lists Best Management Practices (BMPs) to assist in achieving the goals contained within the Storm Water Management Plan. The BMPs within this updated version of the plan support the activities actually being conducted by City staff and volunteers.
Timing Considerations
Staff requests that the Storm Water Management Plan be adopted by the end of 2016 in accordance with the Ohio EPA’s requirements.

Staff recommends City Council adopt the revised Storm Water Management plan which includes changes that more closely reflect the time and efforts of our staff and volunteers and allows continued compliance of state and federal regulations and guidelines.
