Brief Description:   . The purpose of this request for proposal (RFP) was to solicit proposals from professional design, engineering and surveying consultants (Consultant) for the analysis, engineering, and design of a 5-ft. pedestrian sidewalk along Stow Road from E. Streetsboro Road (SR 303) to Ravenna Street, including storm design, retaining walls, crosswalks, traffic signage, pedestrian signals, street lighting, pavement striping, and other miscellaneous design items as described in the formal Request for Proposals (RFP).

Purpose & Explanation

In April 2023, the City sent out the RFP to eight (8) ODOT qualified civil engineering consulting firms. The proposals were due on Friday, March 8, 2024. The City received two (2) formal proposals for the Project as listed below:

GAI Consultants, Inc  $189,986.09

Thrasher $219,905.60

The following engineering firms did not submit a proposal: Kimberly-Horn, CHA, AECOM, Osborn Eng, EDG, GPD.

Following the review of the proposals and an interview with the consultant as to their ability to do the required work, along with their ODOT experience and understanding of the RFP, the City staff is recommending GAI Consultants, Inc. to perform the design of the Stow Road Sidewalk Improvement Project. These consulting services include any needed survey, geotechnical analysis, preparation of preliminary engineering plans, multiple public meetings, Council meetings, exhibits, utility and outside agency coordination, project specifications, cost estimates and other miscellaneous services described within this RFP with the intention to bid this project for construction by the end of 2024. The consultants will provide the Request for Information (RFI) during the bid process, wetland delineation, property acquisition mapping and descriptions, and consulting during the shop drawing review. The City will pay for any permit fees and property purchase as a separate purchase order, as needed.

As with other consulting proposals, staff is requesting a 5% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. The total requested fee, including the 5% contingency is $199,485.39.

For any considerations above this requested amount the City staff will return to City Council for approval.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a professional services contract with GAI Consultants, Inc. for the Stow Road Sidewalk between SR 303 and Ravenna Street.
