A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH OSBORN ENGINEERING FOR THE VETERAN’S WAY RETAINING WALL FEASIBILITY STUDY.

Brief Description:   The Veterans Way Retaining Wall Feasibility Study will develop a set of alternative design solutions that will be used to identify the final construction design method to repair a failing retaining wall originally constructed with the Milford Road Connector project located near the Veterans Way railroad overpass.

Purpose & Explanation

City staff identified that an existing block retaining wall, originally constructed with the Milford Road Connector project in 2005, has begun to deteriorate.   The wall, located near the Veterans Way bridge over the railroad, at 61 Milford Road, is deteriorating due to runoff, weather and other factors. To prevent the wall from complete failure, this Feasibility Study will evaluate alternative options to repair or replace the damaged wall.

 

The Consultant selected to complete the “Veterans Way Retaining Wall Feasibility Study” will evaluate the existing wall and site conditions to then develop a set of preliminary, concept improvement plans with approximate costs to repair or replace the wall.   After reviewing the alternatives with the engineering staff, the Consultant will then identify the single recommended solution for the project.  The feasibility report will then be used for the budgeting of the future detailed design and construction costs of the final improvement plans.

 

Engineering staff requested qualification proposals from various structural engineering consultants and after a thorough review of the proposals by the City, we are recommending Osborn Engineering to complete the Feasibility Study.

 

The City Engineering Department sent out six (6) RFP’s and received three (3) back.

CHA Solutions, GAI and GPD did not return a proposal.

 

As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the final study development.  For this contract, the 10% amount would be $3,659.00, for a total contract of $40,249.00.  For considerations in excess of this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.

Timing Considerations

The consultant will begin the study immediately after Council has provided authorization.  The anticipated schedule for the completion of the study is the fall, 2024.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with Osborn Engineering for the Veterans Way Retaining Wall Feasibility Study.
