Resolution 22-66 A RESOLUTION AUTHORIZING THE CITY MANAGER TO BID AND AWARD CONTRACTS FOR THE EASTSIDE SUBSTATION TRANSFORMER REPLACEMENT PROJECT

Purpose & Explanation

The Eastside Substation Transformer Replacement project was started in Q2 of 2021 with the design work being performed by GPD and the acquisition of certain key components taking place in Q4 of 2021. Estimated delivery dates were projected for major components into Q3 of 2022. These timelines were extended due to unforeseen delays in material supplies, design, ordering and shop submittals. Additionally, the funding was appropriated, and construction scheduled to take place in Q3 of 2022, as a result of delays, the construction portion of this project was moved to Q3 2023. As seen in other industrial sectors, the Electrical Construction field is seeing cost increases of 75% - 100% over the last couple years due to decreases in supply and increases in demand along with labor and material increases.

Bids were received on May 16, 2023 for the Eastside Substation Transformer Replacement Project.  Below is the Engineer’s Estimate along with the respective bids.

Engineer’s Estimate: $240,000

Thompson Electric Inc.                                                                $241,873.31

Sargent Electric                                                               $272,264.14

Westfield Electric                                                               $356,441.00

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Thompson Electric Inc for construction services for the Eastside Substation Transformer Replacement Project. Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction.  The total amount would be $266,060.00

Total Contract = $266,060.00 ($241,873.31 -base + $24,186.69 -contingency)

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Thompson Electric Inc. located at 49 Northmoreland Ave, Munroe Falls, Ohio, 44262 for construction services for the Eastside Substation Transformer Replacement Project.
