Purpose & Explanation
The Portage/Summit Regional Collaboration Group was formed to give Portage and Summit County communities an opportunity to look at potential collaborative public works services between member communities.  As an outgrowth of this group, a sub-committee on city services emergency mutual aid was formed and has recommended a formal agreement for all member communities to voluntarily participate in providing, receiving and or sharing public works city services in the event of emergency situations such as tornados, severe storms, flooding etcÂ…  The Public Works Department believes this agreement will be very beneficial to all participating entities in responding to emergency situations.
Each member community that is interested in participating must pass formal legislation granting permission for the political subdivision to participate in the emergency mutual aid program.    Participation in the program can be either by agreement between individual communities or by blanket legislation which gives the political subdivision authority to participate with all other political subdivisions that have passed like legislation.  The City of Hudson Public Works Department recommends that the City take the regional blanket approach to provide the highest levels of resources possible in the event mutual aid is needed. Much like emergency services mutual aid agreements are designed, there are no predetermined charges for services unless there are allowable FEMA reimbursements made available due to the nature of the emergency event.
