AN ORDINANCE AMENDING SECTION 410.07, SCHEDULE VII, OF THE TRAFFIC CODE TO AMEND THE LIST OF STREETS DESIGNATED AS ONE-WAY STREETS IN THE CITY; AND DECLARING AN EMERGENCY.
Brief Description: Merchants in First & Main have inquired with staff to identify solutions to increase parking in the commercial area. City staff has evaluated alternate parking layout alternatives to increase the number of parking stalls available in the First & Main area. Staff is proposing converting Village Way and Park Lane as one-way only streets and modifying parking stall lines as one-way to increase parking locations in the First & Main area. This change will have no adverse effects on traffic in our downtown. Also, certain existing one-way streets in the City’s Downtown District will be formally adopted as such for purposes of clarity and consistency within the Hudson Codified Ordinances.

Purpose & Explanation
City staff was approached by the merchants of First & Main to identify if solutions were available to increase the number of parking stalls near the 1st and Main Green. The City Engineering staff evaluated the parallel/curb parking along Village Way and Park Lane and determined that by converting both roads to one-way, eliminating the parallel curb parking and re-striping the stalls using 60-degree parking angle, an additional 19 regular parking stalls and one (1) additional ADA accessible stall can be created. See attached Exhibits showing existing layout and proposed layout.
Conversation of Village Way and Park Lane (between Library Street and First Street) to one-way only streets requires an amendment to “Section 410.07 Schedule VII - One-Way Streets” per the City’s Codified Ordinances.
Cost for the restriping work is estimated at $7,000. If approved by Council, staff will incorporate the new parking layout into the current 2020 Annual Striping Program budget to perform the re-striping work. Public Works staff will fabricate and install the new one-way and Do Not Enter signage.
Finally, in preparation for the above traffic pattern change, City Staff discovered that certain existing one-way streets within the City’s Downtown District were never formally designated as one-way streets. Therefore, Staff recommends formally designating the following existing one-way streets as one-way streets for purposes of consistency and clarity within the Hudson Codified Ordinances:
• E. Main Street (one-way south) from Division St. to E. Streetsboro Street (SR 303);
• E. Main Street Extension (one-way south) from E. Streetsboro Street (SR 303) to dead end (approximately 150 ft. south of E. Streetsboro St. (SR 303)); and
• Church Street (one-way east) from N. Main St. (SR 91) to E. Main St.

Does this legislation require use of an emergency clause?
X Yes, in order to quickly meet the needs of both Hudson merchants and those visiting Hudson merchants (and the greater Downtown Hudson area) and to stimulate economic activity within the City, Staff requests that this Ordinance be passed with an emergency clause.

Staff recommends the following actions: 1) convert Village Way and Park Lane (between Library Street and First Street) to one-way only, by updating the City of Hudson Codified Ordinance Section 410.17 to list these roadway sections and; 2) formally designating those existing one-way streets within the City as one-way for purposes of consistency and clarity within the Hudson Codified Ordinances.
