A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH TMS ENGINEERS, INC. FOR A TRAFFIC IMPACT STUDY FOR THE PROPOSED CLINTON CROSSING PROJECT.

Brief Description:   This project includes a traffic impact study for the proposed Clinton Crossing Project.  The study will determine the potential impacts that this proposed development would have on the existing roadway network around the Downtown area. The total cost of the study is $70,939 which includes a 10% contingency.

Purpose & Explanation

This study evaluates the potential traffic impacts of the proposed Clinton Crossing Project, which was previously analyzed in a 2019 traffic impact study. By assessing past usage, existing conditions, and future build versus no-build scenarios, this updated study aims to identify potential impacts on the surrounding roadway network and recommend mitigation improvements where necessary. The study area will include intersections identified on the attached Exhibit.

 

Professional Traffic Engineering design proposals for this project were requested from six (6) engineering design firms. (TMS, GPD Group, ms consultants, American StructurePoint, GAI Consultants and AECOM) of which five (5) responded.  After reviewing the proposals and further refining the scope of services, the recommended consultant and negotiated fee is TMS at a total base cost of $51,730.  Staff would also like to include “if-authorized” items totaling $12,760 for extra meeting with staff, extra public meeting and site visits.  Below are the proposals received along with their based fee costs:

As with other professional services contracts we are requesting a contingency to handle any minor changes in the scope of services that may occur during the course of the study.  For this contract we are requesting  a 10% contingency in the amount of $6,449,bringing the total contract amount to $70,939 ($51,730 base fee + $12,760 if-authorized + $6,449 contingency = $70,939)

For considerations in excess of this amount, we will return to the City Council for any additional funds necessary to correct or adjust funding needs.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with TMS Engineers Inc. for the Clinton Crossing Traffic Impact Study.
