Title

Connectivity Plan Update 2020

Brief Description: Connectivity Plan discussion with City Council to consider the Connectivity Plan 2020 Update, confirm the scope, and establish an advisory committee.

Body

Legislative History

The current 2018 Connectivity Plan was adopted on December 4, 2018, per Resolution No. 18-158.

Purpose & Explanation

The Connectivity Plan is typically updated every 3-5 years.  The most recent Connectivity Plan was adopted in 2018.  The following recent activities have led to consideration of an update to the Connectivity Plan:

Hurdles encountered with implementation of trail/state funded projects

                     Limited avenues for public input

                     Veterans Trail is evolving/changing

Private development has been key to sidewalk/trail extensions

Difficult to implement impactful sidewalk extensions under current limited funding structure

The 2018 Connectivity Plan was a citywide plan addressing sidewalk and trail connections with a broad mission statement to “provide safe and practical community-wide non-vehicular connectivity in the City of Hudson”.  City Staff is requesting to discuss the attached memorandum which provides a draft scope, timeline, and advisory committee framework.

Attached is the staff memorandum, the current 2018 Plan, and a general cost estimate looking at the generalized sidewalk installation costs to complete connectivity along the St Rt 91 and St Rt 303 corridors.

Timing Considerations

The attached timeline provides for a project completion by September 2020.
