Title: A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE BRANDYWINE DRIVE AND BLACKBERRY DRIVE BRIDGE REHABILITATION PROJECT (ODOT PID 91974 AND 91975) IN THE CITY OF HUDSON, OHIO; AND DECLARING AN EMERGENCY. Executive Summary: The project will involve the rehabilitation of the Brandywine Drive and Blackberry Drive bridges. The rehabilitation includes a poured concrete invert slab to increase hydraulic capacity and protect the bridge foundations, railing replacement, pavement and walk repairs. The Brandywine Drive bridge will also be waterproofed which will require the pavement and walk to be replaced and closed to traffic during this phase of the construction. Both bridges will require minor sanitary sewer work.

Purpose & Explanation
The Winston Manor subdivision is located in the City of Hudson northwest of the Prospect Street and North Main Street intersection. Brandywine Creek and Brandywine Creek Tributary flow through and adjacent to this development, respectively.  The Winston Manor subdivision was constructed in 1989 and included two new bridge crossings over Brandywine Creek at Blackberry Drive and Brandywine Drive.
Due to issues that were the result of the original development and creek realignment, the City submitted the Winston Manor Development Remediation Plan in February 2010 to FEMA, which was subsequently approved by FEMA Region V later that year. The remediation plan improvements include lowering the stream bottom under both bridges to conform to the stream grades upstream and downstream of each bridge and lining the bottom of the bridges with concrete. The purpose of these improvements is to increase the bridge opening areas and reduce frictional losses to keep the base flood elevations (BFEs) below the effective BFEs, and to protect the bridge footings from erosion. The City consequently submitted the proposed flood map changes to FEMA in a Conditional Letter of Map Revision (CLOMR) to reflect the proposed improvements in the approved remediation plan.  The CLOMR was submitted in April of 2011 and approved October of 2011.
The project will also include new railing, fascia improvements, utility work and structural repairs. The City of Hudson received an ODOT Municipal Bridge Project funding to be used toward the construction of the improvements, in the amount of $600,000.
Total Estimated Construction Cost = $622,493
Based on our current estimate-ODOT Funding (80%-$497,994), Local Funding (20%-$124,499).
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project.  Following the bid review we will return to City Council to Award the contract.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for the Brandywine Drive and Blackberry Drive Bridge Rehabilitation Project.  We are requesting an emergency clause be added to this project in order to work within the ODOT schedule for this project.
