Brief Description:   This legislation seeks approval of the terms and conditions of the collective bargaining agreement that was negotiated by the City Manager with the Utility Workers Union of America, Local 588 and authorization for the City Manager to enter into said agreement.

Purpose & Explanation

Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into a new three-year bargaining agreement, effective January 1, 2024, through December 31, 2026, which covers terms and conditions of employment and other related matters for the Utility Workers Union of America, Local 588, bargaining unit members.   The Union has informed the City that the Union conducted a membership ratification vote and the Union membership ratified the terms of this agreement.

Utility Workers Contract 2024-2026 Primary Changes:

1.                     Duration - Three-years - Effective January 1, 2024 - December 31, 2026

2.                     Wages/Compensation:

Effective January 1, 2024:  3.0% increase

Effective January 1, 2025:  3.0% increase

Effective January 1, 2026:  3.0% increase

$1,500.00 one-time-only Covid Pandemic Bonus, payable in January of 2024.

3.                     Clarify that Juneteenth is added as a contractual holiday.

4.                     Increase boot and uniform allowance from the current maximum of $675.00 for the life of the contract to $1,200.00 for Lineworkers, $900.00 for certain technicians, and $750.00 for other employees covered by the contract.  These amounts are for the three-year term of the agreement, not annual amounts.
