Purpose & Explanation

In 2019, the “S. Main Street (SR 91) Storm Sewer Redirection at Railroad Underpass Project” was identified in the Northeast Ohio Regional Sewer District’s (NEORSD) study of the lower Cuyahoga River Watershed. In partnership with the City of Hudson, the storm water study identified and evaluated sub-watersheds in Hudson, including the drainage area on SR 91 at the railroad overpass, also known as the Brandywine Creek Project Area 14 (BRPA14). The study suggested to “redirect flows south of the Norfolk Southern railway to an existing wetland at Veterans Way Park via new 24-inch storm sewer (1450 feet in length).” The project would redirect an existing trunk storm sewer main that contributes to the flooding occurring under the railroad under pass.  The existing flows would be intercepted and routed to an existing pond located in the nearby Veterans Way Park owned by the City of Hudson.

The US Department of Transportation awards funding for the purpose of ensuring surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure. S. Main Street (SR 91) is the main, arterial street for the City’s safety crews (Fire, EMS, Police) to access the southernly portion of the City during emergency calls.  During heavy rains, a portion of SR 91, under a Norfolk Southern Railroad overpass floods due to a surcharging, trunk storm sewer system that discharges to the nearby Brandywine Creek Tributary. The project would reduce flooding at the railway underpass.

If awarded, the City of Hudson could receive up to 80% of the project funding through PROTECT. The “S. Main Street (SR 91) Storm Sewer Redirection at Railroad Underpass Project” is expected to begin construction in 2027 and cost $1,250,000.
