Purpose & Explanation
City Staff has studied the viability of expanding the National and Local Historic Districts based on the below events and findings. Staff is requesting Council consideration to commence proceeding with expansion to include Elm Street and Roslyn Avenue based on the viability referenced by the State HP Office and the general support of the residents on those streets. This process would include application to the State Historic Preservation Office to expand the national Register boundary, as well as a Zoning Map amendment to change the boundaries of the locally designated Historic District.
Initial survey results were presented to Council on March 3, 2020. Staff was requested to increase the response rate through direct contact; i.e. door to door visitation and phone calls. Please refer to the attached September 2, 2020 memo for additional information and expanded survey results.
• April 2016: A group of twenty-five (25) residents submitted a petition requesting the City to study Historic District expansion to include Elm Street and Roslyn Avenue.
• November 2016: City Staff submitted a “National Register Questionnaire” to the State Historic Preservation Office (SHPO). The questionnaire acts as a preliminary evaluation from the State before resources are invested into a formal nomination. Staff included a total of four (4) study areas, together with the Elm/Roslyn neighborhood.
• March-April 2017: The State Historic Preservation Office (SHPO) toured the potential study areas and later prepared recommendations. SHPO recommended Elm Street, Roslyn Avenue and E. Streetsboro Street (303) as strong candidates for inclusion in the Historic District.
• July 2019: Staff, together with The Cleveland Restoration Society, invited the eighty-six property owners in the study area to a neighborhood workshop.
• November - December 2019: Staff administered an online survey to the eighty-six (86) property owners within the study area requesting their position on potential expansion.
• July-August 2020: Staff administered additional letters, multiple door to door visits to each property, and telephone calls to determine their position on potential expansion.
