Brief Description: The project includes the installation of a new, 10-foot wide, multi-purpose, asphalt trail within Barlow Farm Park and concrete trail along the north side of Barlow Road that will connect the Barlow Farm Park trail to the existing Summit County Metro Parks trail. This project will also include crossing infrastructure and safety improvements to the Norfolk Southern railroad property.

Purpose & Explanation
This project will introduce a new multi-purpose trail connecting Hudson's Barlow Farm Park to Summit County's Wood Hollow Metropark. See attached Exhibit for further reference.
The project will involve widening, realigning, and paving an existing gravel trail within Barlow Farm Park, constructing a new trail and reconstructed bike lane along the north side of Barlow Road, crossing the Norfolk Southern railroad tracks, and establishing a new, off-road trail connection to the existing Summit County Metropark trail. The new multi-purpose trail will feature an asphalt surface, concrete ramps, and a width varying from 7 to 10 feet. Additionally, the project will encompass railroad improvements, storm drainage enhancements, curb installation, grading, crosswalks, signage, driveways, pavement striping, and minor clearing and restoration.
The project's design is being completed in-house. Currently, staff are finalizing the addressing of Norfolk Southern's plan review comments regarding the proposed railroad crossing. This crossing must adhere to Norfolk Southern's requirements and involves the replacement of a culvert under the tracks, concrete trail abutting the tracks, new railroad crossing arms, warning lights, and a new railroad crossing controller. Upon final approval of the plans by Norfolk Southern, the City must enter into a Construction Agreement with the railroad. Staff will return to Council for permission to enter into this agreement once the final plans have been approved.
To expedite the project, staff will include the railroad crossing work as a bid, add alternate. This will allow the City to proceed with the project within Barlow Farm Park, even if Norfolk Southern approvals are further delayed.
After the project is bid, staff will verify that all necessary Norfolk Southern approvals have been obtained. If these approvals are not secured by the time of bid award and will significantly delay project commencement, the City will award the contract for the portion of the project outside the Norfolk Southern crossing sections only.
The estimated total construction cost is $1,174,000, inclusive of a 10% contingency. Staff will return to City Council if the cost exceeds this total project cost.
This project's construction is anticipated in the spring/summer 2025.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and enter into a contract for the installation of the new multi-purpose trail along Barlow Road.
