Purpose & Explanation
Sanitary Sewer System Improvements
The project will include sanitary sewer mainline and lateral improvements to the Division Street sanitary sewer line (College Street to N. Oviatt Street).  As part of the project design the City is also investigating a private lateral system found behind several homes along the east end of Division Street, near N. Oviatt Street.  A sanitary sewer upgrade to improve upon this privately-owned, shared lateral system may need to be incorporated into the project after the sewer investigation is completed.  The City is currently investigating this issue.
Water Main System Improvements
The project will also replace the existing, 100-year-old, 6" diameter water main in Division Street with a new 8" diameter waterline from College Street to N. Oviatt Street, including replacement at the intersections.  This section of waterline has had eight breaks since 2005 and continues to be a maintenance issue for the City Public Works Department.  In 2011, Public Works replaced a portion of waterline under the existing 3' x 5' storm sewer box culvert.  Besides reducing maintenance and interruptions to the residents, the new water line will improve fire flows in this area.  Total length of new 8" water main to be installed is approximately 880 feet.    
Storm Water System Improvements
Improvements will also include the installation of new storm sewers to collect residential downspouts and sump pump drains.  
Roadway Improvements
Also included are roadway improvements to repair any deficient pavement or curb sections within the project limits and finally, resurfacing of the entire section of roadway to complete the project.  Any historical curbs, sidewalks or other infrastructure encountered within the project will be set aside and either reset or saved by the City for future use.
Communications
The Engineering Department will be scheduling a public meeting to review the plans and discuss the project with the public prior to finalizing the design and bidding the project, which will be bid in the spring, 2014.  The construction of the project is currently scheduled for the summer of 2014.
Timing Considerations
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Following the bid opening staff will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that City Council approves this authorization for the City Manager to advertise and receive bids for the Division Street Sanitary Sewer and Waterline Improvement Project.  We are requesting an emergency clause be added to this project in order to protect the public health and welfare with improvements to the current aging infrastructure.
