Purpose & Explanation
According to the City of Hudson Employee Handbook and Personnel Rules Chapter III - Pay and Classification, (A) Position Classification and Compensation Plan; the City Manager shall be responsible for the continuous maintenance of the classification plan.  Additionally, City Council shall adopt and may amend from time to time the classification plan and the associated compensation plan including titles, pay ranges, and steps.    
At this time, changes are proposed to the City's classification plan with respect to the Hudson Fire Department.  In summary, the proposed changes will permit the City Manager to create one (1) new job position and to reclassify certain existing full-time employees to positions that will ensure that proper levels of technical expertise are in place to perform mission-critical tasks.  With the concurrence of the Hudson Fire Chief, the following changes are proposed:
Hudson Fire Department
1.      Add one (1) new position title: Fire Marshal.
2.      Pay Range Assignment Recommendation: Following staff's job duty analysis and Position Allocation Method Factoring to determine the appropriate pay range for the position, staff is recommending the new position be placed in Pay Range J.
a.      The amended Pay Range Assignments table is attached.
b.      The 2014 approved compensation plan table is attached.   
3.      Reclassifications Proposed:
a.      Reclassify one (1) existing employee from Fire Inspector (Range H) to Fire Marshal (Range J).
b.      Reclassify one (1) existing employee from Fire Training Coordinator (Range I) to Fire Inspector (Range H).
i.      The reclassification will leave the Fire Training Coordinator position approved/vacant. These duties have been shared among others in the Department, including a part-time Asst. Fire Chief.
ii.      The 2014 approved position allocation table is attached showing the updates.
c.      Due to Department-wide position/duty reorganizations occurring in 2014, the net effect of the proposed reclassifications in current/future years is $0.    
Timing Considerations
It is anticipated that the reclassifications will occur within 30 days of City Council's approval.

Suggested Action
Staff requests City Council's approval for the creation of the new job title of Fire Marshal at the recommended pay range step (J), and the reclassification of two (2) existing employees within the Fire Department.
