Purpose & Explanation
The scope of this project involves the removal of approximately 12 inches to 18 inches of sediment from a portion of the existing ditch that flows from Darrow Road (SR 91) into Darrow Road Park. Work includes the excavation and haul-off of sediment from the ditch and restoration of disturbed areas to improve storm water flows.
During construction of the SR 91 North Turn Lane Project in 2019, staff identified that sediment in the existing ditch at this location was partially prohibiting flows away from Darrow Road. Because of the sediment, during significant rain events, the existing stream in Darrow Park can back up into the local storm water system, creating the opportunity for overland flooding at lower-lying properties along Darrow Road and Herrick Park Drive.
It was also identified during the SR 91 North Turn Lane project that the sediment was trapping water against the roadway embankment along Darrow Road, creating saturated soil conditions under the roadway near the park. The saturated road base conditions can lead to eventual degradation of the roadway.
The project includes cleaning approximately 850 feet of the ditch from the roadway, downstream along private properties into Darrow Park to allow for better storm water flows away from SR 91. Staff is requesting work agreements from affected private property owners to perform the work and permanent easements from property owners to aid in future maintenance of the ditch.
Note that a future project, funded by an Ohio EPA 319 Grant will focus on a stream restoration project within Darrow Park. The stream restoration project is scheduled for 2024 and is being managed by the Tinkers Creek Watershed Partners.

The estimated cost of the project, with 10% contingency is $150,000.

Suggested Action
Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Darrow Road Park Cleaning Project.
