Brief Description: The Adaptive Traffic Signal Project includes upgrading fifteen (15) signalized intersections along SR 91 and SR 303 and upgrades to signal’s emergency preemption system at a total of 28 signals throughout the City. The project also includes the installation of a new traffic signal at the Owen Brown Street railroad overpass and the installation of additional fiber network and upgrades to the traffic signal at 303 & Hayden Parkway for inclusion into the new adaptive signal system.

Purpose & Explanation
In 2021, the City of Hudson designed a fully integrated Central Adaptive Signal Control Technology (ASCT) Traffic Signal Improvement Project, as recommended in the 2019 Adaptive Signal Study. The main benefit of the adaptive traffic technology is that it will improve the traffic within our downtown central business area, improve safety, and all at a considerably lesser cost than adding pavement lanes to SR 91 and SR 303 in our historic downtown. Plans and specifications for the project were completed as the City prepared to bid the 100% City-funded project in January 2022.
Ahead of the City opening bids for the project, AMATS notified the City that it had been awarded $2,316,939 in Congestion Mitigation/Air Quality (CMAQ), federal funding for construction and management of the project. Consequently, the original project’s bid was cancelled, and the plans and specifications updated to meet ODOT standards.
The updated plans and specifications are being reviewed by ODOT and the project is preparing for bid and construction in February 2024. The adaptive signal work is scheduled to be completed within 12 months from the award of the bid, pending anticipated material delays (poles, controllers, etc.). The project will also upgrade the current emergency services vehicle pre-emption, or “Opticom” system at 28 signals throughout the community. See Exhibit showing included signals attached.
The construction costs will be split 80% ODOT / 20% City. The maximum CMAQ grant amount is $2,316,939 and costs above this amount are the responsibility of the City.
The current estimate for this project is $2,502,875.19 of which $2,002,300.15 (80%) will be paid with CMAQ funding and $500,575.04 (20%) with City funding. An additional 5% contingency is requested in the amount of $125,143.76 for a total construction cost of $2,628,018.95. The contingency will also be funded at 80% CMAQ Funding ($100,115.01) and 20% City Funding ($25,028.75).
The total estimated construction budget is $ 2,628,018.95 ($2,502,875.19 (construction contract) + $125,143.76 (5% contingency) = $2,628,.018.95). Of this amount, the City's estimated cost is $525,603.79 ($500,575.04 + 25,028.75).
Staff will return to Council for a separate request to enter into contract for Construction Management services for the project which will include consultant administration, testing and inspection services for the project. The State will fund 80% of this Construction Management cost and the city is responsible for the 20% local match portion of the construction administrative, testing and inspection costs.
The project is scheduled to be formally bid in February 2024 and construction would begin in the spring, 2024, pending delivery of construction materials necessary for the project. The construction duration is approximately 12 months.
