Purpose & Explanation

The City advertised for the Owner’s Representative for the Downtown Phase II project in July 2019.  The City received qualification statements from five (5) firms interested in the Owner’s Representative Consultant for this project.  The City staff reviewed the five (5) qualification statements that responded to the advertisement and subsequently rated the firms based on their qualifications as noted on the Selection Process in the Request for Qualifications (see page 11 on the attached RFQ)

The top three (3) firms were interviewed on August 16, 2019, and they submitted their hourly rates for their staff.

The firms that were interviewed were rated based on their construction experience, recent projects, experience of their project manager, real-estate experience, and development experience.  Based on these qualifications, Panzica Construction was chosen as the best consultant.

The City staff is recommending Council approve a budget for the Owner’s Representative for $50,000 based on the hourly rates as noted above and the estimated time this position will be on this project as described in the RFQ.  The budget may be increased if the firm exceeds the recommended amount in the future.  The City staff will return to Council if additional funds are needed.

Recommendation

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into a contract with Panzica Construction for the Downtown Phase II Owner’s Representative, and we are requesting Council approve an emergency clause to this Resolution for immediate implementation to assist staff with the financial agreement for the project in early September 2019.
