Purpose & Explanation

The original project scope for the road widening improvements has been reduced and the revised project limits are on SR 91 (S. Main Street) from Barlow Road to the Stoney Hill Drive intersection.  The original four countermeasures outlined in the State Route 91 Safety Study submitted and approved by ODOT in 2016 are as follows:

 

1.  Widen SR 91 to accommodate a center two-way left turn lane throughout the project area.

2.  Resurface the SR 91 corridor throughout the length of the project limits.

3.  Construct 5’ bike lanes on the east and west side of SR 91.

4.  Construct sidewalks on the east and west side of SR 91.

 

To retain the federal and state funding secured for the project, the final design must incorporate these four countermeasures.  The new roadway section will consist of three - 11 ft. wide lanes (2 thru lanes and one center turn lane), 5-foot on-street bike lanes on each side, along with a minimum 5-foot concrete sidewalk on each side of the road.  Other project improvements include traffic signal upgrades, storm sewer improvements, repair to heaving shoulders, and roadway resurfacing.

 

The Preliminary Design was completed in 2019 and included an updated crash analysis & revised safety study memo, development of the preliminary roadway typical section, plan layout of the improvements, a budget cost estimate, and a speed study.

City of Hudson staff presented the findings of the Preliminary Design to Council in a memo in October 2019 (attached).  A detailed project description and update with exhibits was sent to all adjacent commercial property owners and tenants along the project corridor on February 10, 2020.  Public meetings to review the plans with adjacent commercial property owners and tenants will also be held as part of Final Design.

 

The base fee for the Final Design is $509,032.00.  This final phase of design will include environmental engineering, additional geotechnical exploration, street lighting design, signal design, title reports for temporary easements, detailed roadway design, storm sewer design, utility coordination, and on-going services during construction. 

A portion of the final design scope that includes the evaluation and design of a mid-block crosswalk and evaluation and design of relocating overhead utilities to underground will be 100% City responsibility for a total of $25,115.00.  The rest will be paid with safety funds at 90%/10% for a total of $435,525.00 (Safety Funds) and $48,392.00 (City).

For this professional services contract we are requesting a 5% contingency to handle any minor changes in the scope of services that may occur during the course of the final plan development. The 5% (of the total fee) amount would be $25,452.00, for a total City project budget of $98,959.00.  For considerations in excess to this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.  A brief summary of the aforementioned Final Design budget is as follows:

A request for design qualifications for this project was previously publicly advertised in 2018 and we had six engineering design firms submit: GPD Group, AECOM, Environmental Design Group, Arcadis, Mott McDonald, and GGJ. After City staff evaluated the qualifications and interviews with three of the most qualified consultants, GPD Group was selected to submit a fee proposal.  This process, Quality Based Selection (QBS), is the approved method of consultant selection by the Ohio Department of Transportation (ODOT). ODOT is the administrator of the federal funds being utilized for the design and construction of this project. To be eligible for the federal funds the City must follow the approved process for consultant selection.

The City negotiated the scope and fee with GPD Group over the last month and settled on a fee of $509,032.00 for final design.  As part of our due diligence, the City spoke with ODOT regarding the rates and fee submitted by GPD Group.  ODOT stated that GPD’s company Overhead Rate and Statewide Average rates are current with ODOT’s guidelines.

Timing Considerations

The final phase of design will begin once the contract is approved by City Council.  The anticipated schedule for the construction of the improvements is 2022-23.  Note:  This project will be under construction following the completion of the SR 8 road improvements.

Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with GPD Group, Inc. for the final engineering design for the State Route 91 South Safety Improvement Project (PID 106445).
