Purpose & Explanation
The SR 303 (Streetsboro Road) is being resurfaced by ODOT due to the fair/poor condition of the pavement.  The last resurfacing of a portion of SR 303 was in 2002.  The bulk of the project is a typical resurfacing project (2"milling & 2" resurface), however the project also includes improvements that are 100% City cost.  These local improvements include partial and full depth pavement repairs, as needed and miscellaneous guardrail repair/replacements.  The project also includes the repair and resurfacing of a portion of the north bound exit ramp on SR 8 at SR 303 as part of the project.  
 
ODOT has prepared the plans and they will manage the project through to construction in the spring or early summer of 2013.  The project was initially budgeted at $650,000 (local portion) per ODOT's initial estimates, but with additional funding from AMATS and some scope reductions the local portion was reduced to $331,368.00.  
 
The Engineering Staff is requesting a 20% contingency for any unforeseen issues that may arise during construction in the amount of $66,273.60. This percentage is higher than the normal 10%, since this is a long project and quantities can vary easily, and the City of Hudson is responsible for 100% of all overages for the City work and a percentage of any overages for the ODOT split work.  Total local portion = $397,641.60.
Timing Considerations
Upon authorization to proceed by City Council, the City administration will enter into a contract with the Ohio Department of Transportation for the above stated amount.

Suggested Action
Staff recommends that City Council authorize the City Manager to enter into an agreement and execute the necessary financial documents for the SR 303 (Streetsboro Road) Resurfacing Project with the Ohio Department of Transportation.  The City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety.
