A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE BOSTON MILLS ROAD WATERLINE LOOP PROJECT WITH THE LOWEST AND BEST BIDDER.

Brief Description:  This project will involve the installation of a new 8” water main and new electrical conduit from Hudson Crossing Parkway to Reserve at River Oaks Subdivision.  This project is being partially paid for by funds donated to the City from Pulte Homes of Ohio as part of requirements of the new River Oaks Subdivision.

Purpose & Explanation

As part of the developer’s agreement for the River Oaks Subdivision off Boston Mills Road, the developer, Pulte Homes of Ohio, was required to construct a new 8” water main, pedestrian trail and electric conduit from the River Oaks Subdivision to W. Streetsboro Road.  During Pulte Home’s design of the new water main, conduit and trail, it was discovered that the improvements would disturb high-quality wetlands and maintenance of the infrastructure would be difficult.  Consequently, Pulte Homes donated the cost of the water, electric conduit and trail improvements, $625,610.94, to the City in-lieu of building the improvements, so that the City can design and construct the water main, conduit and trail improvements at alternate locations shown on the attached map.

City staff is currently designing an alternate location for the proposed 8” water main loop and conduit project.  The alternate alignment will connect an existing water main at the River Oaks subdivision to the existing water main at the end of Hudson Crossing Parkway, utilizing existing City utility easements.  The new water main will improve water quality and fire flows in this section of the City’s water system.  All survey and design work are being completed in-house.

In addition to the water main installation, the project will also include the installation of a new trunk-electric system.  The conduit will be utilized to provide backup electric, thereby reducing future interruptions to customers should disruptions in the system occur. Construction of the project is scheduled for winter, 2019.

The total estimated cost of the project is $422,728.00.  City staff is also asking for a 10% contingency amount in case of unforeseen construction issues for a total cost of $465,000.  A breakdown of the costs are as follows:

Pulte In-Lieu Funds

The balance of the Pulte Homes in-lieu funds will be utilized to supplement the Boston Mills Road trail project scheduled for construction in 2020-2021.
