Executive Summary: This project will be bid in the summer of 2016. The acquisition is necessary due to the right turn lanes and widening associated with SR 91 and Norton Road Intersection Improvement Project. This acquisition has no adverse effect on the overall function or operation of the residual property.

Purpose & Explanation
This ODOT project is located at the border between the City of Hudson and the City of Stow, Ohio. (ODOT PID # 82956) The two Cities are partnering on the project, with the City of Hudson taking the lead during the design phase.
The improvements include: additional right turn lanes on all legs, the widening, milling and resurfacing of Darrow Road (SR 91) and Norton Road, approximately 500’ North, 1,300’ East, 300’ South and 1,200’ West; new curb and storm improvements on all legs; new walks on all legs, creation of a bike/multi-use path on the north side to connect to the trail head on Norton Road (approximately 1,000 feet west of SR 91 and along Norton Road to SR 91); signal replacement to accommodate additional lanes and updated ADA functionality; and upgraded traffic control. URS’s construction estimate for the project is approximately $2,300,000.
Due to the additional lanes and multi-use path a permanent right of way acquisition is needed. The effected property owner is Martha L. Englehart, Trustee.
Since this project is being partially funded with federal funds the right of way acquisition has followed the federal requirements for acquisition. The process includes a property appraisal as well as a review appraisal. All negotiations have followed the federal criteria.

Suggested Action
Staff recommends Council approve the permanent acquisition for Martha L. Englehart, Trustee for the SR 91 and Norton Road Intersection Improvement Project. We further recommend that Council authorize the City Manager to execute the necessary documents to execute this transaction. The City staff is also requesting that an emergency clause be added to the legislation in order to maintain the schedule and protect the public welfare and safety.
