Brief Description City staff requested ten (10) consultants submit a proposal for the design of the Owen Brown Street Bridge Replacement Project. A total of five (5) consultants submitted proposals, and GPD Group was selected as the consultant with the best design proposal and fee.

Purpose & Explanation
In March 2019, City of Hudson, in association with the Northeast Ohio Regional Sewer District (NEORSD) finalized a study titled the “Cuyahoga River South (CRS),
Stormwater Master Plan (SWMP) - City of Hudson Community Report”. The CRS SWMP
study identified problems and recommend stormwater solutions, within the Brandywine Creek Watershed, to improve regional storm water management and water quality in the watershed. The study recommended replacement of the bridge on Owen Brown Street that is currently hydraulically undersized.
In May 2019, NEORSD confirmed that it would reimburse the City for the cost of the design and construction of the replacement of the bridge and other storm water related improvements associated with the bridge project on Owen Brown Street.
City staff selected ten (10) qualified consultants to submit a technical proposal and a separate, sealed fee proposal, for the Study Phase of design of the replacement of the Owen Brown Street Bridge that will address the suggested NEORSD improvements. A total of five (5) of the consultants submitted proposals. The City and NEORSD reviewed all of the technical proposals and identified the top three (3) consultant’s technical proposals. City staff then opened those top three consultant’s sealed fee proposals and selected the consultant with the lowest fee to perform the design. The consultant with the best technical proposal and lowest design fee is GPD Group. The total design fee for GPD Group is $103,688.00.
NEORSD will reimburse the City for 100% of those costs associated with storm water improvements. Those design costs that do not involve storm water improvements (i.e. traffic calming feature) will need paid for by the City. The cost breakdown for the GPD Group fee is noted below along with the costs for the other two consultants whose fee proposals were opened.

GPD Cost for Bridge/Storm Design Improvements = $97,129.00 (NEORSD Reimb.)
GPD Cost for Non-Storm Water Related Improvements = $6,559.00 (City Cost)
Total GPD Group Fee = $103,688.00
Other consultants Study Phase Fee:
Burgess and Niple = $164,416.00
CDM Smith = $179,580.00
The cost breakdown for GPD Group’s Study Phase Design Fee is as follows:
Base Fee $99,288.00
Additional Geotechnical Drilling/day (if necessary) $500.00
Water Resource Delineation (if necessary) $3,100.00
Reimbursables $800.00
Total $103,688.00
As with other professional service contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services. For this contract the 10% amount would be $10,368.80 for a total budget amount of $114,056.80. For any considerations above this requested amount, the City staff would return to the City Council.
This first phase of design will identify the preferred bridge type, project footprint including environmental and private property impacts, traffic calming feature, schedule and other design elements. City staff will return to Council after this first phase of preliminary design and study have been completed to update Council and request approval of the final design fee.

Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with GPD Group for the study phase of design of the Owen Brown Street Bridge Replacement Project.
