Brief Description: This project will include the removal of stream pipes, concrete pads and other misc. site materials at the former Youth Development Center (YDC) site. The base bid for the project will include the removal of buried stream lines that have asbestos insulation and are part of the old thermal system. The building pads were found to have only trace amounts of asbestos and will be bid as alternate items for the project.

Purpose & Explanation
The City of Hudson purchased the Youth Development Center (YDC), in 2009. At that time, the property featured 14 buildings that included administration facilities, residence halls, a barn, greenhouse, a former farm, athletic fields, a school with indoor pool, auditorium, gymnasium, maintenance facilities, an auto repair shop, wastewater treatment plant, and a steam generation plant.
In 2013, the City determined that the cost of continued maintenance of the abandoned buildings and the needed security to deter vandalism was not justified. The City razed the buildings, including abating the asbestos inside all the buildings.
The goal of this proposed Brownfield Remediation Project is to remove the remaining underground asbestos materials and other building materials from the former YDC site to allow for easier future development of the property. To help fund the project, the City received a grant from the Ohio Department of Development (ODOD) that will reimburse the City for up to $211,612 in design and construction costs associated with the project.
The base bid for the project includes the removal of asbestos insulated streamlines and all restoration.
During design, the concrete building pads were mapped with underground radar and the pads’ vapor barriers were sampled and tested for asbestos. The vapor barrier was found to have only trace amounts of asbestos (less than 1% concentration of asbestos) and therefore, do not fall under the required the National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations. Consequently, their removal is not required and the cost to dispose of the building pads are less expensive than if the vapor barriers contained higher amounts of asbestos. Because the building pads were found to not contain high levels of asbestos, they will be bid as a bid add alternate to the project.
Other incidental items such as utility vaults are also scheduled for removal as bid add alternates.
A location map has been attached for reference. This project is scheduled to be bid and constructed in early 2024.
The estimated total construction cost for both base bid and alternate bid items is $370,429.50 which includes a 5% contingency. The City is responsible for costs outside the grant which is estimated at $158,817.50. Upon completion of the project, the City will request reimbursement for the actual cost of construction up to $211,612 in grant funding.
