Purpose & Explanation

The E. Streetsboro and Stow Road Sidewalk Project includes the installation of approximately 2.38 miles of five (5) foot concrete sidewalk, along E. Streetsboro Street (303) between N. Hayden Parkway and Stow Road, along E. Streetsboro Street (303) from Stow Road to Stone Road and on Stow Road between E. Streetsboro Street (303) and the entrance to Hudson Springs Park.  The work also includes storm improvements, ADA curb ramp and crosswalk upgrades, new Rectangular Flashing Beacons (RRFBs) at the crosswalks on Stow Road at Victoria Parkway and Hudson Springs Park (two sets), retaining wall construction, lighting upgrades, minor roadway work.

The majority of the 2.38-mile sidewalk project will take place within the public right of way.  During detailed design of the project, the City’s design consultant identified three private properties that will require right-of-way acquisition in order to construct the new sidewalk. 

The consultant began the private property valuation and acquisition process last winter. Over the winter, the consultant contacted and met with the affected property owners to review the plans, estimated impacts to private properties and the valuations of the acquisitions. Staff elected to wait until all property acquisition approvals were secured from property owners before submitting the request to City Council and the final property owner approval was secured in April.

An emergency clause is being included in order to finalize the property acquisition necessary ahead of construction starting in Spring 2023.

Recommendation

Suggested Action

Staff recommends that Council approve the acquisitions related to the E. Streetsboro Street and Stow Road Sidewalk Project.  We further recommend that Council authorize the City Manager to sign the necessary documents to execute these transactions.
