Brief Description:   At the direction of City Council, Public Works Staff has solicited and reviewed requests for proposals (RFP) from qualified Architectural and Engineering firms for the design of the Tennis & Pickleball Courts Improvement Project at the Barlow Farm Park.  Staff requests City Council authorization to award the design contract.

Purpose & Explanation

RFPs for professional design services for this project were received on July 9, 2021.  The Public Works Department received seven (7) proposals. Proposals were received from Environmental Design Group, Karpinski Engineering, Behnke Landscape Architects, Brandstetter Carroll, DS Architecture, Deru Landscape Architecture, and The Thrasher Group.  City staff, including F. Comeriato, T. Wash, and T. Sheridan, reviewed all seven (7) submittals and identified the top three (3) consultant’s proposals and fees as shown below.

Consultant Proposals Rank and Technical Fee:

1.                     Environmental Design Group (EDG)…$79,658.45

2.                     Karpinski Engineering…………...........$85,000.00

3.                     Behnke Landscape Architecture………$121,724.00

Staff has determined the lowest and best bid for this professional design contract to be the Environmental Design Group (EDG) and requests City Council approval authorizing the City Manager to award and enter into a contract with EDG for the design of the Tennis & Pickleball Courts Improvement Project at the Barlow Farm Park.  Staff is requesting a 10% contract contingency for any unforeseen issues that may arise during the design phase.  The total amount would be $87,624.30. For any considerations above this requested amount, the City staff would return to City Council. 

Staff will return to City Council  to  review the 50% design plan in November and seek permission to advertise, bid, and award a construction contract.

Total Contract =  $87,624.30 ($79,658.45-base) + ($7,965.85-contingency)

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with EDG for the design of the Tennis & Pickleball Courts improvement project at the Barlow Farm Park in the amount not to exceed $87,624.30
