Purpose & Explanation
The project will include the installation of sidewalk on Glen Echo Drive from Hudson-Aurora Road to Victoria Parkway, and on Middleton Road from Winterberry Drive intersection to the end of the existing walk at Ellsworth School with work including ADA ramps, grading, striping as needed, plus a crosswalk at Middleton Road; also installation of electronic school crossing signals along N. Hayden Parkway and purchase of 8 bike racks to be located on school properties.  The project will be bid in April 2013 and construction will begin following award after school lets out in June, 2013.
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper, receive bids for the project and award the project.  Following the bid opening we will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for the SRTS Project.  We are requesting an emergency clause be added to this project in order to protect the public welfare and safety.
