25-0076 – Residential Driveway Plowing Program Review

Purpose & Explanation

The Residential Driveway Plowing Program provides essential snow removal services to ensure that seniors and adults with disabilities can safely navigate the winter months. By keeping driveways clear, the program helps residents maintain access to critical activities such as medical appointments, prescription pick-ups, and emergency servicesfostering independence and peace of mind during harsh weather conditions.

Following direction received from City Council during the June 10 workshop, staff formally solicited bids for the services required to operate the 20252026 Residential Driveway Plowing Program. Although multiple contractors reviewed the opportunity to bid, only one contractor submitted pricing. Based on the bids received, staff anticipate that providing service to 100 participants with 5 uses would cost an estimated $20,000.00.

Although staff had planned to operate the program during the 20252026 winter season, funding was not included in the operational budget. However, per Resolution 24-149, staff was authorized to solicit and award contracts for the program, with a cap on total expenditures. In alignment with feedback from the June 10 meeting, the program will be limited to 100 participants. Based on current bid pricing, the program is expected to remain within the approved budget cap.

Council will see an entry in the 2025 Final Appropriations schedule in the amount of $20,000.00 to fund this program.
