Brief Description:   The purpose of this proposal was to solicit proposals from professional design,  engineering and surveying consultants (Consultant) for the analysis, engineering, and design of a 5-ft. pedestrian sidewalk on Middleton Road (Valley View Road to the I-480 Bridge) Stow Road (Middleton Road to Pine Trails Drive) including storm design, retaining walls, traffic signage, pedestrian signals, street lighting, pavement striping, and other miscellaneous design items as described in the formal Request for Proposals (RFP).

Purpose & Explanation

In January 2021, the City sent out the RFP to five (5) ODOT qualified civil engineering consulting firms.  The proposals were due on February 12, 2021.  The City received four (4) formal proposals for the Project as listed below:

The TranSystems Corporation                     $ 308,961

AECOM                     $ 369,850

EDG                     $ 412,733

GPD                     $ 572,689

Following the review of the proposals and an interview with each consultant as to their ability to do the required work, along with their ODOT experience and understanding of the RFP, the City staff is recommending TranSystems Corporation of Ohio to perform the Middleton Road and Stow Road Sidewalk Improvement Project. 

These consulting services include the survey, geotechnical analysis, preparation of preliminary engineering plans, multiple public meetings, Council meetings, exhibits, ODOT coordination at I-480 intersections, project specifications, cost estimates and other miscellaneous services described within this RFP with the intention to bid this project for construction in the Spring, 2022.  The consultants will provide the Request for Information (RFI) during the bid process, wetland delineation, property acquisition & descriptions or all areas that need agreements, and consulting during the shop drawing review.  The City will pay for any permit fees to the State of Ohio as a separate purchase order, if needed. 

 

The City has discussed this project with Twinsburg Township Administrator, since the proposed walk may be extended to Pine Trails Subdivision, which a portion of this subdivision is within the City of Hudson.

As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. 

The total requested fee, including the 10% contingency = $ 339,858.00

For any considerations above this requested amount, the City staff would return to the City Council for approval.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with The TranSystems Corporation of Ohio for the Middleton Road and Stow Road Sidewalk Improvement Project.
