A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH GPD GROUP FOR A STORM SEWER STUDY FOR EDGEVIEW DRIVE; AND DECLARING AN EMERGENCY

Purpose & Explanation

This study will analyze stormwater improvements for an existing storm sewer system. This system originates in the rear yard of 2123 Edgeview Drive and continues south across Edgeview Drive into Darrow Road Park property. The park property was overwhelmed during the storm event of August 8, 2024, which resulted in significant flooding of several properties.

Since GPD Group has already generated a hydraulic model for this area of the watershed, including Edgeview Drive and Darrow Park, City staff collaborated with GPD Group to develop the scope and fee for this study. To reduce costs, City staff performed the field data collection. GPD Group will provide hydraulic analysis, preliminary plan development, and cost estimating services to alleviate flooding at or near 2123 Edgeview Drive. They will also evaluate ongoing erosion and sediment transport occurring from upstream properties within the drainage area. The total cost of this evaluation is $35,101 and is estimated to take eight (8) weeks to complete.

As with other professional service contracts, we are requesting a contingency to handle any minor changes in the scope of services.  For this contract staff is requesting contingency in the amount of $3,510.10 for a total budget amount of $38,611.10.  For any considerations above this requested amount, the City staff would return to the City Council.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into a contract with GPD Group for storm sewer study in the amount of $38,611.10.
