Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE COLLEGE STREET CULVERT REPLACEMENT PROJECT WITH THE LOWEST AND BEST BIDDER; AND DECLARING AN EMERGENCY. Brief Description: In March, City workers investigated a sink hole on College Street. An inspection of the utility infrastructure under the road identified that the storm water "box culvert" was deteriorating and starting to fail. Consequently, staff temporarily closed College Street until temporary steel plates were set to allow for the partial opening of a portion of the roadway. Staff evaluated alternative solutions to repair the culvert and identified that full removal and replacement of the culvert within the City's right-of-way is the best long-term solution for this repair.

Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE COLLEGE STREET CULVERT REPLACEMENT PROJECT WITH THE LOWEST AND BEST BIDDER; AND DECLARING AN EMERGENCY.

Brief Description:  In March, City workers investigated a sink hole on College Street.  An inspection of the utility infrastructure under the road identified that the storm water “box culvert” was deteriorating and starting to fail.  Consequently, staff temporarily closed College Street until temporary steel plates were set to allow for the partial opening of a portion of the roadway.   Staff evaluated alternative solutions to repair the culvert and identified that full removal and replacement of the culvert within the City’s right-of-way is the best long-term solution for this repair.

Legislative History

Purpose & Explanation

On March 30th, a failing section of roadway on College Street between Church Street and E. Streetsboro Street was identified.  Investigation revealed a critical issue: the 4-foot by 4-foot box culvert beneath the road had deteriorated and was no longer safe. To ensure public safety, College Street was temporarily closed while steel plates were installed for a temporary fix.

The design for a permanent solution is nearing completion. The project will replace a 44-foot section of the failing culvert with a precast box culvert that matches the existing structure in size. Bidding for the project is expected later this summer, with construction anticipated to take 3-4 weeks.

The estimated project cost, including a 10% contingency, is $225,000. Due to the urgency of the repairs, the replacement culvert has already been ordered and is expected to arrive within the next 4 weeks.

Following City Council approval of this resolution, the Engineering Department will advertise for bids in the local newspaper. Staff will only return to Council if bids exceed 10% of the Engineer's Estimate. Otherwise, the City Manager is authorized to award the contract to the lowest and most qualified bidder.

Suggested Action

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the College Street Culvert Replacement Project.  An emergency clause is being requested in order to expedite bidding and constructing the project and to protect the safety of the traveling public and service providers using the roadway.
