A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS FOR THE PURCHASE OF EIGHT FLEET VEHICLES FOR HUDSON PUBLIC POWER, WATER DISTRIBUTION, SERVICE/STREETS, WATER RESOURCES, PUBLIC PROPERTIES, AND ENGINEERING OPERATIONS AND TO OUTFIT ONE OF SAID VEHICLES WITH EQUIPMENT; AND DECLARING AN EMERGENCY.
Brief Description: Per the approved 2019 fleet capital replacement budget the Public Works Department has obtained pricing for the purchase of eight (8) replacement vehicles. These eight vehicles include two (2) Chevrolet Silverado 1500s, two (2) Ford F250s, one (1) Ford Transit Van, one (1) Ford F150, one (1) Chevrolet Colorado and one (1) Freightliner Cab and Chassis with additional snow and ice equipment package.

Resolution No. 18-188 provided permission to seek bids and competitive pricing for the 2019 budget year.
Purpose & Explanation
As per the 2019 approved fleet capital budget, staff wishes to move forward with the replacement of eight vehicles at this time. Seven of the vehicles will be purchased through Community, University and Education (CUE) pricing from Montrose Auto Group as listed:
§ Chevrolet Silverado 1500 for Hudson Public Power-replacing 2008 vehicle # 5572 (59,958 miles, to be auctioned).
§ Chevrolet Silverado 1500 for Hudson Public Power-replacing 2011 vehicle # 5575 (79,491 miles, to be auctioned).
§ Ford F250 for Hudson Public Power-replacing 2008 vehicle # 5571 (38,800 miles, to be repurposed).
§ Ford F250 for Water Distribution- replacing 2008 vehicle # 7572 (79,232 miles, to be auctioned).
§ Ford F150 for Water Resources-replacing 2008 vehicle # 3568 (59,795 miles, to be auctioned).
§ Ford Transit Van for Public Properties-replacing 2006 vehicle # 9201 (62,488 miles, to be auctioned).
§ Chevrolet Colorado for Engineering-replacing 2007 vehicle # 6405 (91,000 miles, to be auctioned).
The total purchase through Montrose Auto Group will be $221,928.20.
Additionally, one vehicle will be purchased through ODOT pricing contract (023-19) from Valley Freightliner.
§ Freightliner Cab and Chassis 108SD for Service with a cost of $89,898.00 - replacing 2007 vehicle # 7756 (41,737 miles, to be repurposed as backup plow truck).
§ The Freightliner Cab and Chassis will be outfitted with the Henderson Munibody Package through competitive pricing. Equipment consists of truck bed, plow, liquid tanks, spinner assembly, hydraulics and control system. The cost of this equipment including installation is $96,111.00.
Please see the attached Updated Fleet Replacement Plan Document for reference information. Also included in this year’s budget are three police vehicles (totaling $93,000) and a digger truck for Hudson Public Power (totaling $245,000). Resolutions for these vehicles will be brought forward at a later date.
Timing Considerations
Staff requests emergency legislation to hold pricing and expedite vehicle and equipment orders. Ford’s deadline for 2019 orders is March 15 or sooner based on the number of orders received.

Staff recommends City Council authorize the City Manager to enter into a purchase agreement with Montrose Auto Group, 3960 Medina Road Akron, Ohio 44333 for the purchase of two Chevrolet Silverados, two Ford F250s, one Ford F150, one Chevrolet Colorado and one Ford Transit Van at a total CUE price of $221,928.20.
Staff further recommends City Council authorize the City Manager to enter into a purchase agreement with Valley Freightliner Trucks of Cleveland, 4985 W. 150th St. Brookpark, Ohio 44135 for the purchase of one Freightliner 108SD Cab & Chassis at an ODOT state pricing (023-19) amount of $89,898.00.
Staff further recommends City Council authorize the City Manager to enter into a purchase agreement with Henderson Products, Inc. 2177 State Route 19 Bucyrus, Ohio 44820 in the amount of $96,111.00 for the purchase and installation of snow and ice equipment package to be installed on cab and chassis truck. Pricing was obtained through Sourcewell Government Purchasing Source.
