Title

AN ORDINANCE AMENDING CHAPTER 848 ENTITLED “REFUSE HAULERS” OF THE CODIFIED ORDINANCES TO INCLUDE ADDITIONAL QUARTERLY REPORTS REQUIREMENTS

Brief Description:  This amendment would add an additional requirement to quarterly reports submitted to the Public Works Department by licensed residential trash haulers operating within the city.

Body

Legislative History

Ordinance no. 94-129 passed 10-5-94

Purpose & Explanation

City of Hudson codified ordinances chapter 848, section 848.05, “Quarterly Reports”, requires residential licensed trash haulers operating within the City to submit quarterly materials collection reports tracking the volumes of both trash and recycling material collected.

As the business landscape of the recycling industry has been changing, tracking the disposal of recycling materials has become exceedingly more important. As such, the Public Works Department is seeking an amendment to the current language in section 848.05 to include copies of vendor recycling tipping tickets from the Materials Recovery Facility (MRF) being used by the vendor.  This requirement will ensure that the vendor has utilized a compliant MRF.

 848.05 QUARTERLY REPORTS.

Each licensed refuse hauler shall make a quarterly report to the City, on January 15, April 15, July 15, and October 15, giving information necessary to track the volume of solid waste and recyclable materials collected and their place of disposal.

Added Language: Additionally, quarterly reports must include signed copies of tipping fee tickets from the materials recovery facility (MRF) utilized by the licensed hauler.

Failure to provide quarterly reports as described shall be a basis for revocation of the hauler's license and forfeiture of the cash or surety bond required by Section 848.04(c).
