A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE 10’ TRAIL ALONG BOSTON MILLS ROAD BETWEEN EXECUTIVE PARKWAY AND LAKE FOREST DRIVE AND FOR A SIDEWALK ALONG LAKE FOREST DRIVE BETWEEN BOSTON MILLS ROAD AND ESSEX ROAD.
Brief Description: The project includes the installation of a new 10’ trail along Boston Mills Road starting at the existing trail west of Omni Lake Parkway and extending east to Lake Forest Drive and a new 5-foot wide sidewalk along the east side of Lake Forest Drive between Boston Mills Road and Essex Road. The project will also include the realignment of the intersection of Boston Mills Road and Lake Forest Drive.

Purpose & Explanation
10’ Trail along Boston Mills Road
This project’s design, by Euthenics Inc, is anticipated to be completed in early 2025. The project includes a 3,500-foot-long, 10-foot-wide asphalt trail, boardwalk, and bridge project along the north side of Boston Mills Road. The trail will begin at the existing asphalt path west of Omni Lake Parkway and extend eastward to Lake Forest Drive.
The project will connect to Boston Mills Park, incorporating a stone loop within the park, a boardwalk, and a bridge over Lake Forest. Additional improvements include paving of the Park’s parking lot, storm drainage, grading, crosswalks, lighting, electric conduits, driveways, tree clearing and restoration.
The project also includes new crosswalks with Rectangular Rapid Flashing Beacons (RRFBs) on Boston Mills Road at Westpoint Drive and Ridgewood Boulevard. See exhibit attached.
Staff anticipates securing an ODNR grant in the amount of $250,000 for the bridge over Lake Forest.
The estimated total cost of construction, including a 10% contingency, is $2,500,000. The City will seek additional City Council approval if costs exceed this amount.
Lake Forest Sidewalk and Realignment of Boston Mills/Lake Forest Drive Intersection
The proposed sidewalk installation along Lake Forest Drive (Boston Mills Road to Essex Road) is currently budgeted for construction in 2025 as part of the Connectivity Program.
The original project alignment included a mid-block crosswalk on Lake Forest Drive at Chadborne Drive. This was due to the skewed intersection of Lake Forest Drive at Boston Mills Road creating a very long crosswalk with poor sitelines. Based upon public input and review by staff, Lake Forest Drive at Boston Mills Road will be realigned to a more traditional 90-degree intersection, limiting the crosswalk distance, creating a safer pedestrian crossing and eliminating the mid-block crossing at Chadborne Drive. The sidewalk project and road intersection realignment are being designed in-house and based upon public input; the proposed sidewalk alignment will be along the easterly side of Lake Forest Drive from Boston Mills Road to Essex Road. The sidewalk construction also includes storm drainage improvements, grading, crosswalks, lighting, electric conduits, driveways, and minor clearing and restoration.
The estimated total cost of construction is $550,000, which includes a 10% contingency. The City will return to City Council if the cost exceeds the above total cost of the project.
The trail project along Boston Mills Road, sidewalk along Lake Forest Drive and intersection realignment projects are anticipated to be bid together and awarded in early 2025 and constructed in the spring/summer, 2025.
