Purpose & Explanation
Bids were opened on May 29, 2013.  Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate = $131,886.53
Dura Mark, Inc.      $108,241.20
Oglesby Construction Company      $123,929.98
A & A Safety      $124,362.87
JD Striping & Services      $128,075.53
 
In addition to the base bid was an alternate for speed hump markings in the Western Reserve Academy area.  The total cost for this work is $950.00.
 
The Engineering Staff is requesting City Council approval to authorize the City Manager to award and enter into a contract with Dura Mark, Inc.  for the 2013 Line Striping and Painting Program base bid and the alternate work.  The Engineering Staff is requesting a 10% contingency for any issues that may arise for a total contract amount of $120,110.32.
 
Total Project Cost = $120,110.32 ($108,241.20-Base Bid + $950.00-Alternate Work+ $10,919.12-10% Cont.)
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contact with Dura Mark, Inc. for the above.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Dura Mark, Inc. for the 2013 Line Striping and Painting Program and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
