Executive Summary: The Stow Road/State Route 303 Storm Sewer Improvement Project will involve the installation of a new storm water management system to control storm water runoff within the SR 303/Stow Road area.

Purpose & Explanation
Increased storm water runoff created from the 2002 SR 303/Stow Road intersection widening improvement and the 2012 Stow Road resurfacing project affected areas downstream of the SR 303/Stow Road intersection and compounded yard flooding. The Engineering Department performed a preliminary study to identify areas within the City right-of-way that could be used for the creation of a storm water detention system to control and reduce runoff that had increase due to the roadway projects. A final study was completed in 2014 which identified that a new storm water management system could be constructed within the City right-of-way on the south side of SR 303 between Canterbury Drive and Stow Road to meet the goals of the City. The new storm water management system includes using a portion of the existing storm sewers, a new storm water control chamber and re-grading of the roadside swale, to reduce the storm water runoff in this area to the pre-2002 runoff rates.
The City Engineering Department is currently working on finalizing the plans and specifications for the improvements. The work is scheduled to be completed by the Spring of 2015.
The estimated cost of construction is approximately $55,000.
Timing Considerations
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Following the bid opening, staff will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that Council approve this authorization for the City Manager to advertise and receive bids for the Stow Road/SR 303 Storm Sewer Improvements. We are requesting an emergency clause be added to this project in order to maintain the public health and welfare.
