A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LOCAL PUBLIC AGENCY (“LPA”) FEDERAL LOCAL-LET PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE VALLEY VIEW ROAD RESURFACING PROJECT (SUM-VALLEY VIEW RD, PID# 116932).

Brief Description:   This project is for the resurfacing of Valley View Road from the North Corporation Line southeast to SR 91.

Purpose & Explanation

ODOT has a process that allows local public agencies (LPA) to administer projects that will use State or Federal funding.  The process requires the LPA to enter into an agreement with ODOT for this process.  The agreement requires the LPA to follow the State process for the contract.  The LPA process allows for more local control of the design and construction.

The Valley View Road Resurfacing Project will be split 90%/10% max./min. (State/City) Surface Transportation Block Grant (STBG) for this project.  The current award for this project is $787,500 and the City is responsible for all costs above the grant amount.  The preliminary estimated total cost of the project is $930,167.  ODOT has scheduled these funds to be available in 2026, but staff will be requesting to move this project up based upon design schedule and available funding.

Staff anticipates completing the design of the project in-house.  Once staff completes the project design and final cost estimate it will be presented to Council for approval to bid and advertise the project.

The project includes a 2" depth of asphalt milling, full-depth asphalt repairs, pavement fabric and/or chip seal, intermediate and surface course asphalt, and restriping. 

Timing Considerations

The City will enter into the LPA agreement following City Council’s approval of this legislation.

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into an LPA Agreement with ODOT for the Valley View Road Resurfacing Project, PID# 116932.
