A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH CTI ENGINEERS, INC. FOR ENGINEERING DESIGN SERVICES FOR A SANITARY SEWER STUDY AND MODEL; AND DECLARING AN EMERGENCY.
Executive Summary: This project will include the monitoring, studying and evaluation of the City's trunk sanitary sewer system. The trunk system consists of sanitary sewers ten inches in diameter and greater, as well as other identified branch systems of the gravity sewer system, pump stations and force mains that are associated with the trunk sewer system.

Purpose & Explanation
Since 2004, the City of Hudson has completed a number of significant capital improvements and maintenance projects throughout the sanitary sewer system including sewer manhole rehabilitation, sanitary sewer lining and sewer replacement projects. As a result, an updated, comprehensive study is necessary to determine the City's next course of action in an effort to close its two current sanitary sewer overflows and eliminate the Ohio EPA's consent order to Hudson. The focus of the study will be to provide accurate flow metering data for dry and wet weather through the trunk system, create a new computer model, calibration of wet weather events in the model, and analysis of the new data. The study will then be used to identify areas of the system that require further detailed studying, future capital improvements and/or areas requiring more rehabilitation to remove inflow and infiltration (I & I).
The Engineering Staff sent out RFP's to 6 consultants. 5 of these consultants returned proposals:

City staff has reviewed all of the proposals and based on the experience and qualifications recommends CTI Engineers, Inc. CTI Engineers base fee is $135,827.48.
The costs include a final presentation to City Council after the study has been completed in 2014 as well as the purchase and training of modeling software to be used by City Engineering Staff for future modeling design and calibrations and reduce our reliance on private consultants.
As with other professional services contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the study and model. For this contract the 10% amount would be $13,582.75. For large considerations we would return to the City Council for any additional funds necessary to correct or adjust the situation.
Proposal = $135,827.48 (base) + $10,145.00 (software) + $3,300.00 (training) + $13,582.75 (contingency) = $162,855.23

Suggested Action
Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with CTI Engineers, Inc. for the Sanitary Sewer Study and Model. The total amount including contingency would be $162,855.23. City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety, and due to the consent order from the OEPA.
